Kurti\u2019s government is beginning the fourth and final year of its mandate. With a victory of 50.28% of the vote in the February 14, 2021 elections, the government promised comprehensive reforms and sparked high expectations.<\/span><\/p><p><span style=\"font-weight: 400;\">Kurti\u2019s party, left-leaning Vet\u00ebvendosje (VV), produced a government program that prioritized social well-being through reducing poverty and increasing social protection for Kosovo\u2019s citizens. Reforms were promised in the health, education and justice sectors. VV\u2019s winning slogan was &#8220;A fair and equal state for all.&#8221; The governing program\u2019s primary focus was strengthening the state internally, deprioritizing dialogue with Serbia.<\/span><\/p><p><span style=\"font-weight: 400;\">1,095 days after the election, the outcomes of the Kurti government do not seem to match what the governing program set out to achieve. Despite the government\u2019s commitment and aspiration to address domestic problems, its efforts were largely overshadowed by the events related to Kosovo&#8217;s relations with Serbia and the ongoing dialogue between Belgrade and Prishtina.<\/span><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-ecc8bc1 elementor-widget elementor-widget-text-editor\" data-id=\"ecc8bc1\" data-element_type=\"widget\" id=\"titulli1\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">New general elections are expected to take place in early 2025. <\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/kosovotwopointzero.com\/en\/two-years-of-kurtis-government-how-is-it-going\/\" target=\"_blank\"><span style=\"font-weight: 400;\">As in the previous two years<\/span><\/a><span style=\"font-weight: 400;\">, K2.0 will assess the governing program\u2019s accomplishments and overall developments, with a special emphasis on the dialogue, economy, judiciary and human rights.<\/span><\/p><p><span style=\"font-weight: 400;\">K2.0 examines what went wrong in the period between March 2023 and March 2024.<\/span><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-1400456 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"1400456\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-3562abf\" data-id=\"3562abf\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-d122bae elementor-widget elementor-widget-heading\" data-id=\"d122bae\" data-element_type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t<h2 class=\"elementor-heading-title elementor-size-default\">Tensions in the north \u2014 the headline of 2023\n<\/h2>\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-a3c4b41 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"a3c4b41\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-1209228\" data-id=\"1209228\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-1e1aeb5 elementor-widget elementor-widget-text-editor\" data-id=\"1e1aeb5\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">The third year of the Kurti government started with turmoil caused by the <\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/www.eeas.europa.eu\/eeas\/belgrade-pristina-dialogue-agreement-path-normalisation-between-kosovo-and-serbia_en\" target=\"_blank\"><span style=\"font-weight: 400;\">Agreement<\/span><\/a><span style=\"font-weight: 400;\"> on the path to normalization between Kosovo and Serbia and its <\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/www.eeas.europa.eu\/eeas\/belgrade-pristina-dialogue-implementation-annex-agreement-path-normalisation-relations-between_en\" target=\"_blank\"><span style=\"font-weight: 400;\">Implementation Annex<\/span><\/a><span style=\"font-weight: 400;\">, which was verbally agreed to in March 2023. The agreement, also known as the<\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/kosovotwopointzero.com\/en\/what-happened-in-ohrid\/\" target=\"_blank\"> <span style=\"font-weight: 400;\">Ohrid Agreement<\/span><\/a><span style=\"font-weight: 400;\">, was mediated by the European Union (EU) and supported by the United States. It is considered an important step in making progress in the dialogue by these actors.<\/span><\/p><p><span style=\"font-weight: 400;\">Article 7 of the agreement soon became its most controversial article. It foresees the creation of &#8220;arrangements&#8221; and guarantees to ensure an &#8220;appropriate level&#8221; of self-management for the Serb community in Kosovo.<\/span><\/p><p><span style=\"font-weight: 400;\">The Kurti government\u2019s main challenge was to convince the citizens of Kosovo that the self-management of Serb-majority municipalities according to Ohrid Agreement was not the same as &#8220;Zajednica,&#8221; the Serbian word for &#8220;community\u201d or \u201cassociation.&#8221; This distinction was important, as VV called the Association of Serb Majority Municipalities \u201cZajednica\u201d after the signing of the Brussels Agreement in 2013, which foresaw the Association\u2019s formation. Opposition to the Association \u2014 \u201cZajednica,\u201d as VV called it \u2014 was one of the issues that shaped VV&#8217;s criticism of the policy-making in Kosovo at the time. Such criticism stemmed from the fear of creating a political entity that would render the central Kosovar state impotent, similar to the structural impact Republika Srpska has had in Bosnia and Herzegovina.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">However, the Implementation Annex makes it clear that this level of self-management must be consistent with previous agreements. This means that it should be implemented according to the<\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/dialogue-info.com\/sq\/asociacioni-komuniteti-i-komunave-me-shumice-serbe\/\" target=\"_blank\"> <span style=\"font-weight: 400;\">Brussels agreement<\/span><\/a><span style=\"font-weight: 400;\">, which provided for the establishment of the Association of Serb Majority Municipalities.<\/span><\/p><p><span style=\"font-weight: 400;\">Despite the public fuss that the Ohrid Agreement caused, developments in Serb-majority municipalities throughout 2023 and the beginning of this year overshadowed it. The EU switched from calls for the normalization of relations between Kosovo and Serbia to calls for de-escalation.<\/span><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">One significant development was the organization of elections on April 23, 2023 in Zve\u010dan, Leposavi\u0107, Zubin Potok and North Mitrovica \u2014 four Serb-majority municipalities in northern Kosovo. These elections were organized after the resignation of the previous mayors in November 2022. These mayors joined the initiative of their party, Srpska Lista, for the general resignation of Serbs from all Kosovo institutions.<\/span><\/p><p><span style=\"font-weight: 400;\">The non-participation of Srpska Lista \u2014 the largest Serb party \u2014 and the boycott of the majority of Serb voters <\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/kosovotwopointzero.com\/en\/the-election-with-3-turnout\/\" target=\"_blank\"><span style=\"font-weight: 400;\">resulted<\/span><\/a><span style=\"font-weight: 400;\"> in victory for candidates from Albanian parties. This, together with the low turnout (just over 3% of registered voters), undermined the election\u2019s legitimacy.<\/span><\/p><p><span style=\"font-weight: 400;\">The commencement of work by elected mayors in official municipal facilities became a highly contentious issue. This initial opposition was<\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/kosovotwopointzero.com\/en\/whats-happening-in-the-north\/\" target=\"_blank\"> <span style=\"font-weight: 400;\">followed<\/span><\/a><span style=\"font-weight: 400;\"> by protests by local Serbs that<\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/kosovotwopointzero.com\/en\/political-turmoil-in-the-north\/\" target=\"_blank\"> <span style=\"font-weight: 400;\">escalated into violence<\/span><\/a><span style=\"font-weight: 400;\">. Embassy representatives and international structures called for the mayors to carry out their work from alternative spaces and not in the municipal facilities, as well as for new elections to be organized.<\/span><\/p><p><span style=\"font-weight: 400;\">The EU and the QUINT countries (U.S., Germany, France, Italy and the United Kingdom (U.K.)) generally attributed the responsibility for the tensions in the north to the Kosovo Government. For the first time, the EU<\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/kallxo.com\/lajm\/be-ja-vendos-masa-kufizuese-ndaj-kosoves\/\" target=\"_blank\"> <span style=\"font-weight: 400;\">sanctioned<\/span><\/a><span style=\"font-weight: 400;\"> Kosovo for not coordinating political decisions with it.<\/span><\/p><p><span style=\"font-weight: 400;\">Before holding new elections, the Kurti government first demanded<\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/www.gazetaexpress.com\/kurti-ne-nbc-bandat-ne-veri-ose-kthehen-ne-serbi-ose-arrestohen-ne-kosove-pastaj-zgjedhjet\/\" target=\"_blank\"> <span style=\"font-weight: 400;\">the punishment of &#8220;gangs in the north<\/span><\/a><span style=\"font-weight: 400;\">&#8221; and then<\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/www.evropaelire.org\/a\/bislmi-zgjedhjet-veri-sanksionet\/32516916.html\" target=\"_blank\"> <span style=\"font-weight: 400;\">the removal of EU sanctions<\/span><\/a><span style=\"font-weight: 400;\">, but neither happened. As the mayors continued to exercise their duties, the government started preparations for new elections.<\/span><\/p><p><span style=\"font-weight: 400;\">The organization of new elections has been put on hold due to the challenge of finding a way to remove the mayors without forcing them to resign. The Kosovo government rejected the resignation option. Instead, it was decided to first hold a petition where local Serbs will vote for or against the dismissal of the current mayors. Citizens in the four Serb-majority municipalities will vote on April 21, 2024 whether they are in favor of dismissing the current mayors or not.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">In September 2023, efforts to return to the EU-mediated dialogue materialized in the form of a fruitless meeting between Kurti and Serbian President Aleksandar Vu\u010di\u0107 in Brussels. However,<\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/kosovotwopointzero.com\/en\/an-attack-following-long-standing-tensions-in-the-north\/\" target=\"_blank\"> <span style=\"font-weight: 400;\">the attack in Banjska<\/span><\/a><span style=\"font-weight: 400;\">, in which a Serbian armed group killed Kosovo Police sergeant Afrim Bunjaku, further complicated the Kosovo-Serbia relationship.<\/span><\/p><p><span style=\"font-weight: 400;\">The attack in Banjska<\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/www.koha.net\/arberi\/393669\/luzha-gjithcka-qe-u-argumentua-nga-kurti-u-vertetua-me-rastin-e-veriut\/\" target=\"_blank\"> <span style=\"font-weight: 400;\">was seen<\/span><\/a><span style=\"font-weight: 400;\"> as a turning point for Kosovo, providing an opportunity for the government to finally show Serbia\u2019s destructive role in the dialogue, especially given that the Banjska attack <\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/www.evropaelire.org\/a\/avokati-i-millan-radoiciqit-petronijeviq\/32615690.html\" target=\"_blank\"><span style=\"font-weight: 400;\">was led<\/span><\/a><span style=\"font-weight: 400;\"> by Milan Radoi\u010di\u0107, the former vice president of the Srpska Lista, who is widely regarded as having close ties to Vu\u010di\u0107. Kurti <\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/www.evropaelire.org\/a\/kurti-ska-dialog-pa-u-sanksionuar-serbia\/32653234.html\" target=\"_blank\"><span style=\"font-weight: 400;\">refused<\/span><\/a><span style=\"font-weight: 400;\"> to return to the dialogue without the EU sanctioning of the Serbian government for its role in the Banjska attack. Kurti <\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/kallxo.com\/lajm\/kurti-ne-bruksel-kerkova-ndeshkimin-dhe-sanksionimin-e-serbise-per-sulmin-e-24-shtatorit\/\" target=\"_blank\"><span style=\"font-weight: 400;\">raised this issue<\/span><\/a><span style=\"font-weight: 400;\"> in international meetings and <\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/www.ft.com\/content\/67fc3739-b73a-492f-aca2-0e6990d1db91\" target=\"_blank\"><span style=\"font-weight: 400;\">the media<\/span><\/a><span style=\"font-weight: 400;\">. Despite these efforts, the EU has not taken any steps in this direction.<\/span><\/p><p><span style=\"font-weight: 400;\">However, Kurti returned to the dialogue framework a month later, on October 21, 2023, when the EU and U.S. <\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/www.evropaelire.org\/a\/be-me-propozim-modern-per-asociacionin-\/32652206.html\" target=\"_blank\"><span style=\"font-weight: 400;\">presented him<\/span><\/a><span style=\"font-weight: 400;\"> with a model for the formation of the Association of Serb Majority Municipalities. While the contents of this draft were not made public, Kurti<\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/www.evropaelire.org\/a\/drafti-per-vetemenaxhim-eshte-shkruar-me-kujdes-ndaj-kushtetues\/32656867.html\" target=\"_blank\"> <span style=\"font-weight: 400;\">said<\/span><\/a><span style=\"font-weight: 400;\"> that it complied with the Constitution of Kosovo.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">Days after receiving the model for the Association of Serb Majority Municipalities, on October 26, 2023, Kurti and Vu\u010di\u0107 held separate meetings in Brussels with the heads of government of France, Italy and Germany, as well as EU High Representative Josep Borell and the EU Special Representative for the Belgrade-Pristina Dialogue Miroslav Laj\u010d\u00e1k. The meeting did not yield any results because, <\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/www.evropaelire.org\/a\/kurti-vuciq-dialogu-per-normalizimin-e-marredhenieve\/32654515.html\" target=\"_blank\"><span style=\"font-weight: 400;\">according to the EU<\/span><\/a><span style=\"font-weight: 400;\">, neither side agreed to the other&#8217;s preconditions.<\/span><\/p><p><span style=\"font-weight: 400;\">Kurti initially said, in October 2023, that the draft for the Association was in accordance with the Constitution. However, in an <\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/www.evropaelire.org\/a\/intervista-albin-kurti-dinari-\/32868366.html\" target=\"_blank\"><span style=\"font-weight: 400;\">interview<\/span><\/a><span style=\"font-weight: 400;\"> on March 19, 2024, he said that he had reservations about the draft, indicating that he had not accepted it, but still had been willing to sign it at the meeting on October 26, 2023.<\/span><\/p><p><span style=\"font-weight: 400;\">While many issues remained unresolved in 2023, the beginning of 2024 also brought its share of challenges. On February 1, 2024, the Regulation on Cash Operations of the Central Bank of Kosovo (CBK) <\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/www.evropaelire.org\/a\/bqk-euro-dinari-vendimi-\/32800806.html\" target=\"_blank\"><span style=\"font-weight: 400;\">entered into force<\/span><\/a><span style=\"font-weight: 400;\">. This regulation establishes the euro as the only valid currency for making cash payments in Kosovo&#8217;s national payment system. It prohibits use of the dinar, which is predominantly used in Serb-majority municipalities. The Quint ambassadors and the EU <\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/kallxo.com\/gjate\/jehona-e-vendimit-per-dinarin-nga-hyrja-ne-fuqi-deri-te-takimi-ne-bruksel\/\" target=\"_blank\"><span style=\"font-weight: 400;\">disagreed<\/span><\/a><span style=\"font-weight: 400;\"> with this decision and insisted on a transition phase before the regulation takes effect and requested that this issue be addressed as part of the dialogue.<\/span><\/p><p><span style=\"font-weight: 400;\">Initially, the Kurti government refused to include the issue of the dinar in the EU-mediated dialogue, considering it an internal issue of Kosovo. However, discussions about this issue are now being included within the dialogue. On March 19, 2024, Besnik Bislimi and Petar Petkovi\u0107, the chief negotiators, met in Brussels to discuss the CBK regulation.<\/span><\/p><p><span style=\"font-weight: 400;\">Throughout the developments of 2023, the EU and the U.S. insisted on the establishment of the Association, viewing it as a step towards resolving the ongoing issues that persisted during that year. During this period, tensions rose between Kurti\u2019s government and the U.S and the EU. U.S. representatives <\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/www.evropaelire.org\/a\/gabriel-escobar-dinari-qeveria-e-kosoves-\/32832834.html\" target=\"_blank\"><span style=\"font-weight: 400;\">reiterated<\/span><\/a><span style=\"font-weight: 400;\"> that relations with Kosovo\u2019s government had been compromised due to the government&#8217;s failure to coordinate its actions and address U.S. requests. The U.S. and the EU<\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/www.koha.net\/arberi\/412525\/be-ja-pajtohet-me-escobarin-per-problemet-ne-komunikim-me-kurtin\/\" target=\"_blank\"> <span style=\"font-weight: 400;\">said<\/span><\/a><span style=\"font-weight: 400;\"> they have problems communicating with the Kurti government. Meanwhile, Kurti and Bislimi <\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/www.theguardian.com\/world\/2023\/sep\/24\/kosovan-pm-albin-kurti-says-talks-with-serbia-have-reached-dead-end\" target=\"_blank\"><span style=\"font-weight: 400;\">repeatedly<\/span><\/a> <a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/www.evropaelire.org\/a\/kurti-akuzon-lajcakun-pozicionim-kunder-kosoves-\/32597569.html\" target=\"_blank\"><span style=\"font-weight: 400;\">publicly<\/span><\/a> <a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/kallxo.com\/lajm\/besnik-bislimi-dyshon-ne-paanshmerine-e-lajcakut-kerkon-shpjegime-nga-ai\/\" target=\"_blank\"><span style=\"font-weight: 400;\">accused<\/span><\/a><span style=\"font-weight: 400;\"> Miroslav Laj\u010d\u00e1k, the EU mediator in the dialogue between Kosovo and Serbia, of bias in the dialogue.<\/span><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-11e369e elementor-widget elementor-widget-text-editor\" data-id=\"11e369e\" data-element_type=\"widget\" id=\"titulli2\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p>Considering the slow progress of the Association\u2019s formation and the challenging broader political context, it appears unlikely that the Kurti government will complete this process within its current mandate. development.\u00a0<\/span><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section A law approved by the Assembly on July 13, 2023 proposed raising the minimum wage from 130-170 euros to 264 euros. However, the law was<\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/rtv21.tv\/paga-minimale-mbetet-peng-ne-gjykaten-kushtetuese\/\" target=\"_blank\"> <span style=\"font-weight: 400;\">strongly opposed<\/span><\/a><span style=\"font-weight: 400;\">, with critics arguing that it was neither sufficient nor comprehensive. As a result, it was taken to the Constitutional Court where it is still<\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/kallxo.com\/lajm\/aak-e-dergon-ne-kushtetuese-ligjin-per-pagen-minimale\/\" target=\"_blank\"> <span style=\"font-weight: 400;\">under review<\/span><\/a><span style=\"font-weight: 400;\">.<\/span><\/p><p><span style=\"font-weight: 400;\">KAS also does not provide updated data regarding employment. This creates difficulties in tracking unemployment trends and the opening of new jobs, as well as in verifying the data provided by the government.<\/span><\/p><p><span style=\"font-weight: 400;\">According to<\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/kryeministri.rks-gov.net\/en\/blog\/prime-minister-kurti-on-the-opening-of-the-office-of-the-albanian-german-business-union-a-powerful-connecting-bridge-between-kosovo-and-germany\/\" target=\"_blank\"> <span style=\"font-weight: 400;\">the government<\/span><\/a><span style=\"font-weight: 400;\">, over its 32 months of governing \u2014 2021, 2022 and 2023 \u2014 60,000 new jobs have been created. Both the government and KAS have emphasized the decrease in unemployment, which dropped from 25% in 2021 to 11.8% in 2022. But these figures have been<\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/respublica.edu.mk\/blog-en\/politics\/kosovos-economy-analyzing-recent-inflation-and-government-responses\/?lang=en&amp;fbclid=IwAR3RmzfmBuQx2p3IC49WGAF9kQnee-Dk4cGUwWss5pTsI-pMz1DXiRkTZm8\" target=\"_blank\"> <span style=\"font-weight: 400;\">contested<\/span><\/a><span style=\"font-weight: 400;\">. According to some economists, that drop in unemployment reflects the emigration of citizens and<\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/www.evropaelire.org\/a\/kosove-renia-e-papunesise-\/32580835.html\" target=\"_blank\"> <span style=\"font-weight: 400;\">the formalization<\/span><\/a><span style=\"font-weight: 400;\"> of jobs, rather than new employment.<\/span><\/p><p><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/telegrafi.com\/mbi-42-mije-qytetare-iken-nga-kosova-gjate-vitit-2021\/\" target=\"_blank\"><span style=\"font-weight: 400;\">According to KAS<\/span><\/a><span style=\"font-weight: 400;\">, about 43,000 people emigrated in 2021 alone. The formalization of jobs contributes more to a more accurate reflection of active employment and also helps the state budget, as businesses pay mandatory taxes to the state and workers contribute to the pension fund. However, job formalization in itself does not indicate new employment.<\/span><\/p><p><span style=\"font-weight: 400;\">Throughout 2023, the government continued its efforts to formalize the workforce by subsidizing wages for the employment of young people and women. This initiative was facilitated through the Superpuna platform. Meanwhile, the Tax Administration of Kosovo (TAK) and Labor Inspectorate have started inspecting businesses, aiming to identify unregistered workers and facilitate their registration.<\/span><\/p><p><span style=\"font-weight: 400;\">Despite these measures, a large portion of the labor market remains inactive. As reported by KAS, about 61% of the total working-age population falls into this category; as such individuals are not seeking employment, they are not officially classified as unemployed. This figure has remained almost the same as pre-pandemic and affects mostly women, who make up 78% of the inactive workforce.<\/span><\/p><p><span style=\"font-weight: 400;\">Despite the style=\"font-weight: 400;\"> by the Kosovar Law Institute (KLI), the Constitutional Court has declared 26 cases regarding governmental and parliamentary decisions as unconstitutional over the course of its existence. Among these, 10 cases, or 36%, pertain to decisions made by the current government or legislature.<\/span><\/p><p><span style=\"font-weight: 400;\">Meanwhile, Kosovo\u2019s government has consistently criticized opposition parties for sending draft laws to the Constitutional Court, which, it argues, hinders implementation of the legislative program and consequently the comprehensive reform that VV promised. Furthermore, the government <\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/www.koha.net\/lajmet-e-mbremjes-ktv\/371128\/haxhiu-e-akuzon-gjykaten-kushtetuese-per-interesa-individuale\/\" target=\"_blank\"><span style=\"font-weight: 400;\">has often<\/span><\/a> <a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/www.koha.net\/arberi\/388706\/haxhiu-i-quan-qesharake-deklaratat-e-opozites-veprimet-e-mujecit-pergjegjesi-individuale\/\" target=\"_blank\"><span style=\"font-weight: 400;\">criticized<\/span><\/a><span style=\"font-weight: 400;\"> the Constitutional Court, alleging that its declarations of laws are unconstitutional and delaying revisions of laws, hinders reform in general.<\/span><\/p><p><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/neighbourhood-enlargement.ec.europa.eu\/kosovo-report-2023_en\" target=\"_blank\"><span style=\"font-weight: 400;\">The 2023 European Commission report on Kosovo<\/span><\/a><span style=\"font-weight: 400;\"> criticized the approval of some essential laws through an accelerated legislative procedure. According to the report, out of 104 laws approved in the Assembly of Kosovo between June 2022 and June 2023, 21 were approved using an accelerated procedure, without sufficient efforts to build consensus on key parts of the legal framework. The report highlighted that the Law on Salaries and the Law on Public Officials are two laws that were approved this way, which the opposition then referred to the Constitutional Court.<\/span><\/p><p><span style=\"font-weight: 400;\">Justice reform, a central pledge of the Kurti government, is progressing slowly. The Constitutional Court opened the way for a partial vetting process that involves vetting the chief prosecutors, presidents of courts, members of the Prosecution Council of Kosovo (KPC) and the Judicial Council. Israel was the last state to recognize Kosovo, doing so in 2020.<\/span><\/p><p><span style=\"font-weight: 400;\">In January of this year, when the visa regime was lifted for Kosovo within the Schengen area, the government <\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/www.facebook.com\/albini2017\/posts\/915629896597405?ref=embed_post\" target=\"_blank\"><span style=\"font-weight: 400;\">celebrated<\/span><\/a><span style=\"font-weight: 400;\"> it as its achievement. However, Kosovo<\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/kosovotwopointzero.com\/en\/we-are-in-a-real-ghetto\/\" target=\"_blank\"> <span style=\"font-weight: 400;\">had already met all the conditions<\/span><\/a><span style=\"font-weight: 400;\"> for visa liberalization back in 2018, before the beginning of the current government&#8217;s mandate. Visa liberalization had been withheld by the EU since then.<\/span><\/p><p><span style=\"font-weight: 400;\">In January, the government announced that the United Arab Emirates and Israel had also lifted visa requirements for Kosovo.<\/span><\/p><p><span style=\"font-weight: 400;\">In May 2022, the government initiated Kosovo&#8217;s application to join the Council of Europe (CoE). It remains to be seen whether this will succeed following the<\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/www.koha.net\/arberi\/412502\/qeveria-urdheron-qe-manastirit-te-decanit-ti-jepen-pronat-sipas-vendimit-te-kushtetueses\/?fbclid=IwAR2Y9hm04LeigX6tPHaDMM4AASiLsUqWTggEwV7fZs_gdHRUm6ywWm_-1bU\" target=\"_blank\"> <span style=\"font-weight: 400;\">government&#8217;s decision this month<\/span><\/a><span style=\"font-weight: 400;\"> to implement the Constitutional Court&#8217;s<\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/www.evropaelire.org\/a\/kurti-agjencia-kadastrale-decani\/32859954.html\" target=\"_blank\"> <span style=\"font-weight: 400;\">ruling to transfer 24 hectares of land<\/span><\/a><span style=\"font-weight: 400;\"> to the Visoki De\u010dani Monastery. The implementation of this ruling was one of the key requirements outlined in the initial<\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/rm.coe.int\/application-for-membership-set-out-in-the-letter-of-12-may-2022-addres\/1680ad7750?fbclid=IwAR3CFQ2E3mbnZrXEX6GjHmwoij8y4O5vqExBeroaBZ5lob14nFbEh-F38Is#page28\" target=\"_blank\"> <span style=\"font-weight: 400;\">report<\/span><\/a><span style=\"font-weight: 400;\"> from CoE experts. This report assessed the compatibility of Kosovo&#8217;s legal system with CoE standards.<\/span><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-202d572 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"202d572\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-eb6e132\" data-id=\"eb6e132\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-e74a3e5 elementor-widget elementor-widget-text-editor\" data-id=\"e74a3e5\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<h4>The Visoki De\u010dani Monastery<\/h4><p>\u00a0<\/p><p><span style=\"font-weight: 400;\">In 2016, the Constitutional Court of Kosovo, through<\/span><a style=\"border-bottom: 2px solid black;\" href=\"https:\/\/gzk.rks-gov.net\/ActDocumentDetail.aspx?ActID=12499\" target=\"_blank\"> <span style=\"font-weight: 400;\">its decision<\/span><\/a><span style=\"font-weight: 400;\">, confirmed the Monastery\u2019s right of ownership over the contested land. This decision rejected the 2015 decision of the Appeals Panel of the Special Chamber of the Supreme Court of Kosovo to return the case to the Basic Court in De\u010dan. The Constitutional Court also determined that the Supreme Court\u2019s previous decision from 2012, which confirmed the Monastery\u2019s right of ownership over the land in dispute, is &#8220;res judicata,&#8221; i.e. a binding decision.<\/span><\/p><p><span style=\"font-weight: 400;\">When VV was an opposition party, it opposed the Constitutional Court\u2019s 2016 decision on the Visoki De\u010dani Monastery. In February 2022 Prime Minister Kurti <\/span><a style=\"border-bottom: 2px solid black;\" href=\"https:\/\/www.evropaelire.org\/a\/quint-manastiri-i-decanit-\/31859685.html\" target=\"_blank\"><span style=\"font-weight: 400;\">\u00a0<\/span><span style=\"font-weight: 400;\">repeated<\/span><\/a><span style=\"font-weight: 400;\"> his position that the decision was unacceptable and is based on the &#8220;discriminatory policy of the Government of Serbia from 1997.&#8221; On March 13, Kurti announced that the government asked the Kosovo Cadastral Agency to implement the Constitutional Court\u2019s decision.<\/span><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-ea00f6b elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"ea00f6b\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-a2819c4\" data-id=\"a2819c4\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-cc44ea0 elementor-widget elementor-widget-text-editor\" data-id=\"cc44ea0\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">The report also specifies that Kosovo must establish the Association of Serb Majority Municipalities and <\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/www.evropaelire.org\/a\/shpronesimet-e-tokave-ne-veri-\/32417044.html\" target=\"_blank\"><span style=\"font-weight: 400;\">cease the expropriation<\/span><\/a><span style=\"font-weight: 400;\"> of properties in the north when those expropriations are not in accordance with the Constitution of Kosovo. The expropriation of lands in the north, which began in August 2022, did not adhere to Kosovo&#8217;s legal framework. The report demands that the Government of Kosovo refrains from any expropriation that does not fully align with the Constitution of Kosovo and legal standards. It also mandates that the government transparently communicates the reasons behind any necessary expropriations to the public.&nbsp;<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Additionally, the report urges the government to respect judicial independence by refraining from making public statements that criticize court decisions, as such actions have the potential to undermine trust in the judicial system. This report will assist the Parliamentary Assembly in drafting its opinion for the Committee of Ministers of the Council of Europe when Kosovo&#8217;s request is voted on in April 2024.<\/span><\/p>\n<p><span style=\"font-weight: 400;\">Membership in the CoE \u2014 Europe\u2019s leading organization in the protection of human rights \u2014 would enable Kosovo citizens to appeal to the International Court of Human Rights. CoE membership would also grant Kosovo access to many mechanisms that fight corruption and strengthen the rule of law.<\/span><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-da411a2 elementor-widget elementor-widget-text-editor\" data-id=\"da411a2\" data-element_type=\"widget\" id=\"titulli5\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">Following the government&#8217;s decision regarding the Visoki De\u010dani Monastery on March 13, 2024, optimism regarding Kosovo\u2019s potential membership in the CoE increased. Since 2008, the Ministry of Education has distributed free books to primary school students. However, just a few days before the start of the 2023-2024 school year, the ministry announced that its negotiations with publishing houses had failed and could not provide the books as they had in previous years.<\/span><\/p><p><span style=\"font-weight: 400;\">The ministry announced that parents would need to purchase the books themselves and then be reimbursed. The refund application platform was opened a week before the start of the school year, yet many parents were not reimbursed until after September 1, 2023. Some parents, especially those facing more difficult economic circumstances, told media outlets that the ministry&#8217;s decision made it difficult for them to<\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/www.evropaelire.org\/a\/euro-canta-filloristi-tekstet-\/32572643.html\" target=\"_blank\"> <span style=\"font-weight: 400;\">purchase<\/span><\/a><span style=\"font-weight: 400;\"> the books on time.<\/span><\/p><p><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/gpseducation.oecd.org\/CountryReports?primaryCountry=XKO\" target=\"_blank\"><span style=\"font-weight: 400;\">The 2022 international PISA test<\/span><\/a><span style=\"font-weight: 400;\"> results, which were published in December 2023, showed a decline in Kosovo students&#8217; rankings <\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/www.oecd.org\/pisa\/publications\/PISA2018_CN_KSV.pdf\" target=\"_blank\"><span style=\"font-weight: 400;\">compared to 2018<\/span><\/a><span style=\"font-weight: 400;\">. Out of 80 participating countries, Kosovo students were ranked 76th in reading and 74th in mathematics. Compared to 2018, Kosovo&#8217;s performance dropped by 11 points in mathematics and reading. better. In Kosovo, only around 7% of children aged 0-5 years participate in early education. One reason for this is the shortage of public nurseries. According to KAS, there are around 130,000 children in this age group in Kosovo, yet only 49 public and 177 private operational nurseries.<\/span><\/p><p><span style=\"font-weight: 400;\">One of the<\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/kryeministri.rks-gov.net\/blog\/kryeministri-kurti-prezantoi-ne-kuvend-programin-e-qeverise-per-vitet-2021-2025\/\" target=\"_blank\"> <span style=\"font-weight: 400;\">government pledges<\/span><\/a><span style=\"font-weight: 400;\"> was to build 160 kindergartens, aiming to expand early education from 7% to 24% for children aged 0-5 years. In three years of governance, the government has financed the building of<\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/www.koha.net\/arberi\/400587\/mashti-deshton-ne-realizimin-e-premtimit-per-cerdhe-1-3-milione-euro-shkojne-per-projekte-te-tjera\/\" target=\"_blank\"> <span style=\"font-weight: 400;\">four nurseries<\/span><\/a><span style=\"font-weight: 400;\">, with 26 more under construction, six school\u2019s being adapted into nurseries and eight currently in the tendering process.<\/span><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-5cfcb5c elementor-widget elementor-widget-text-editor\" data-id=\"5cfcb5c\" data-element_type=\"widget\" id=\"titulli6\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p>In July 2023, the government\u00a0<a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/masht.rks-gov.net\/miratohet-ligji-per-edukimin-ne-femijerine-e-hershme\/\" target=\"_blank\">approved<\/a>\u00a0the Law on Early Childhood Education, mandating pre-primary education for children from the age of 5. While their leader joined the parade under the motto &#8220;T&#8217;du qashtu qysh je,&#8221; [I love you the way you are] some of the deputies of the VV parliamentary group are remembered as the most vocal opponents of the draft Civil Code, which aimed to legalize civil unions between individuals of the same sex. The Civil Code was last voted on in March 2022, when VV MPs Burim Meta, Gramoz Agusholli and Labinot\u00eb Demi-Murtezi opposed the law with <\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/kosovotwopointzero.com\/en\/we-dont-know-what-its-like-to-be-free\/\" target=\"_blank\" target=\"_blank\"><span style=\"font-weight: 400;\">homophobic language and displayed their lack of information<\/span><\/a><span style=\"font-weight: 400;\"> about the topic. Ultimately, the law did not receive the necessary votes from a majority of parliament to pass.<\/span><\/p><p><span style=\"font-weight: 400;\">Although it has been worked on since 2014, a new draft law of the Civil Code failed to be brought to a vote in 2023, despite its vital importance in many aspects of private and public life, particularly in terms of advancing the rights of women and children. The adoption of the Civil Code would establish 18 as the minimum legal age for marriage. Additionally, the proposed law would prohibit any reconciliation procedures aimed at saving the marriage in cases of domestic and gender-based violence.<\/span><\/p><p><span style=\"font-weight: 400;\">It also seems that not much has changed in 2024 regarding LGBTQ+ rights. The Committee on Human Rights, Gender Equality, Victims Sexual Violence During the War, Missing Persons and Petitions held a meeting with civil society organizations under the theme of &#8220;The current situation in the protection and promotion of human rights in Kosovo,&#8221; on February 7, 2024. During the <\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/www.facebook.com\/YIHRKS\/videos\/1150975482950774\/\" target=\"_blank\"><span style=\"font-weight: 400;\">meeting<\/span><\/a><span style=\"font-weight: 400;\">, Demi-Murtezi used <\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/kosovotwopointzero.com\/en\/we-dont-know-what-its-like-to-be-free\/\" target=\"_blank\" target=\"_blank\"><span style=\"font-weight: 400;\">similar language<\/span><\/a><span style=\"font-weight: 400;\"> to that used in the March 2022 session, stating that sexual relations between same sex individuals are the cause of serious diseases.<\/span><\/p><p><span style=\"font-weight: 400;\">Following this meeting, on March 1, 2024, which is Zero Discrimination Day, a group of human rights organizations<\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/qika.org\/organizatat-per-te-drejtat-e-njeriut-ngrisin-padi-kunder-kuvendit-te-republikes-se-kosoves-dhe-deputetes-labinote-demi-murtezi\/\" target=\"_blank\"> <span style=\"font-weight: 400;\">filed a lawsuit<\/span><\/a><span style=\"font-weight: 400;\"> against the Assembly of Kosovo and Demi-Murtezi in the Basic Court of Prishtina. The lawsuit accuses the Assembly and Demi-Murtezi of discrimination and violating the dignity of LGBTQ+ individuals. Their lawsuit cites the discriminatory language used by Murtezi during the Session of the Assembly of the Republic of Kosovo on March 16, 2022. These organizations also sent a complaint to the Ombudsman Institution. They also sent<\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/www.facebook.com\/YIHRKS\/posts\/pfbid02mFykZyUhuxMMA9TZ3xFQT85EZxricHakPe5zXcWoGsoTarqgfMqtjLi3yam5YU13l\" target=\"_blank\"> <span style=\"font-weight: 400;\">an open letter<\/span><\/a><span style=\"font-weight: 400;\"> to Kurti and the head of the VV parliamentary group, Mimoza Kusari-Lila, demanding that Kurti and Kusari-Lila dismiss Demi-Murtezi from the Human Rights Commission.<\/span><\/p><p><span style=\"font-weight: 400;\">Meanwhile, <\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/md.rks-gov.net\/page.aspx?id=1%2C184\" target=\"_blank\"><span style=\"font-weight: 400;\">gender-based violence<\/span><\/a><span style=\"font-weight: 400;\"> persisted, with 2,120 women reported as the victims of domestic violence in 2023. Kurti <\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/euronews.al\/kurti-politikat-feministe-po-e-perparojne-demokracine\/?fbclid=IwAR3h3epRvj3dWDz9XYRDFBHBxaaUwswo_iDDSyDGD2FkFsUw1bhazPj6cSM\" target=\"_blank\"><span style=\"font-weight: 400;\">spoke<\/span><\/a><span style=\"font-weight: 400;\"> about his government&#8217;s feminist policies on March 8, 2024. Kurti\u2019s feminist image was compromised later that day, when during the annual March 8 march, activists were not allowed to access the entrance stairs of the government building, where a speech is traditionally read. In the area outside the government building, where fences had been <\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/kallxo.com\/lajm\/qeveria-deklarohet-per-heqjen-e-rrethojave\/\" target=\"_blank\"><span style=\"font-weight: 400;\">removed<\/span><\/a><span style=\"font-weight: 400;\"> by the Kurti government in April 2020 with the rationale that there should be no barriers between the citizens and the government, a police cordon including special unit officers was stationed. There were <\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/www.facebook.com\/MARShojmeSfestojme\/posts\/pfbid038CchJDqcSN7tgf9gm5oTMpYLthqfhDs6B9zUXiUrXa2UkEQuJ3jCnxC14k86vCXel\" target=\"_blank\"><span style=\"font-weight: 400;\">clashes<\/span><\/a><span style=\"font-weight: 400;\"> between the activists and the police.<\/span><\/p><p><span style=\"font-weight: 400;\">The focus of this year&#8217;s march was women&#8217;s bodily autonomy, which ties into the ongoing discussions regarding the Reproductive Health and Medically Assisted Fertilization (IVF) draft law. These discussions date back to 2023 and have stretched into 2024. This legislation was initially submitted to the Assembly for a vote in March 2023. Article 15 of the draft law, which recognizes unmarried women over the age of 18\u2019s right to medically assisted fertilization, sparked disagreements within <\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/www.instagram.com\/p\/CpxctdCIhci\/?img_index=2\" target=\"_blank\"><span style=\"font-weight: 400;\">the VV parliamentary group<\/span><\/a><span style=\"font-weight: 400;\">.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">The draft law did not pass due to the Assembly not meeting quorum when the vote was scheduled to occur. The law was returned<\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/kallxo.com\/lajm\/projektligji-per-shendetin-riprodhues-konjufca-nje-deputet-nga-mazhoranca-qellimshem-nuk-po-voton\/\" target=\"_blank\"><span style=\"font-weight: 400;\"> to the Assembly <\/span><span style=\"font-weight: 400;\">several<\/span><\/a><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/kallxo.com\/lajm\/shtyhet-serish-votimi-i-projektligjit-per-shendetin-riprodhues\/\" target=\"_blank\"> <span style=\"font-weight: 400;\">times<\/span><\/a><span style=\"font-weight: 400;\"> at the beginning of 2024, but it still did not come to vote as the Assembly repeatedly failed to reach quorum. VV MPs Eman Rrahmani and Visar Korenica have remained particularly vocal opponents of this law and have obstructed its voting. They demand that IVF be exclusively available for married couples, arguing that they want to protect the family as an institution and that children born through these procedures should have the right to know their father. <\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/www.facebook.com\/MARShojmeSfestojme\/posts\/pfbid02seRK3RYEwe1jSWxAyhkF8iWuKVWvjUVyEBfJ6LRx2upUTvfhZZ36ABxjjG4DSztyl\" target=\"_blank\"><span style=\"font-weight: 400;\">According<\/span><\/a><span style=\"font-weight: 400;\"> to the MARShojm\u00eb S&#8217;festojm\u00eb feminist collective, this approach proves that they do not consider women as individuals with the ability to make decisions about their bodies and reproductive futures.<\/span><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-top-section elementor-element elementor-element-13cf6bc elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"13cf6bc\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-top-column elementor-element elementor-element-33fed84\" data-id=\"33fed84\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t\t\t<div class=\"elementor-element elementor-element-c6cc18b elementor-widget-divider--view-line elementor-widget elementor-widget-divider\" data-id=\"c6cc18b\" data-element_type=\"widget\" data-widget_type=\"divider.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<div class=\"elementor-divider\">\n\t\t\t<span class=\"elementor-divider-separator\">\n\t\t\t\t\t\t<\/span>\n\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-3b0cfa3 elementor-widget elementor-widget-text-editor\" data-id=\"3b0cfa3\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t<p><span style=\"font-weight: 400;\">While the Kurti government concluded its third year with a primary focus on the dialogue with Serbia and developments in the north of Kosovo, the daily challenges faced by citizens, especially those from the marginalized communities, persisted.\u00a0<\/span><\/p><p><span style=\"font-weight: 400;\">K2.0 reporting throughout 2023 showed that the Roma, Ashkali and Egyptian communities continue to have difficulties in accessing <\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/kosovotwopointzero.com\/en\/i-always-knew-i-was-being-discriminated-against\/\" target=\"_blank\"><span style=\"font-weight: 400;\">the labor market<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/kosovotwopointzero.com\/en\/lives-lost-too-soon\/\" target=\"_blank\"><span style=\"font-weight: 400;\">health services<\/span><\/a><span style=\"font-weight: 400;\">. <\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/kosovotwopointzero.com\/en\/we-are-like-other-women\/\" target=\"_blank\"><span style=\"font-weight: 400;\">Women with disabilities<\/span><\/a><span style=\"font-weight: 400;\"> and <\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/kosovotwopointzero.com\/en\/i-am-proud-of-my-son\/\" target=\"_blank\"><span style=\"font-weight: 400;\">people with autism<\/span><\/a><span style=\"font-weight: 400;\"> also have limited access to health services. In addition to the challenges in accessing health services, people with autism have limited access to education as they have difficulty covering their expenses with government-provided monthly allowance of 100 euros. Meanwhile, <\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/kosovotwopointzero.com\/en\/invisible-in-old-age\/\" target=\"_blank\"><span style=\"font-weight: 400;\">elderly citizens<\/span><\/a><span style=\"font-weight: 400;\"> who are left without care struggle to cover essential expenses with a monthly pension of only 100 euros.<\/span><\/p><p><span style=\"font-weight: 400;\">Moreover, workers\u2019 rights continue to be compromised. The Labor Inspectorate overlooks certain <\/span><a style=\"border-bottom: 2px solid yellow;\" href=\"https:\/\/kosovotwopointzero.com\/en\/i-must-work-no-matter-what\/\" target=\"_blank\"><span style=\"font-weight: 400;\">categories of workers<\/span><\/a><span style=\"font-weight: 400;\"> and generally inadequately protects labor rights.<\/span><\/p><p><span style=\"font-weight: 400;\">With
