The call of \u2018not one more\u2019 echoes from Kosovo to Mexico.\u00a0<\/strong><\/h4>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

In April 2024, after two femicides in the preceding week, President of Kosovo Vjosa Osmani <\/span>declared<\/span><\/a> a day of mourning<\/span> \u201cin remembrance of all the women and girls murdered in Kosovo as a<\/span> result of gender-based violence.\u201d Protesters and human<\/span> rights groups in Prishtina and other cities called for justice for the two women, all those who have been killed and those<\/span> who could be.\u00a0\u00a0<\/span><\/p>

Members of Kosovo-based human rights groups, including Leonida Molliqaj, <\/span>Executive Director<\/span><\/a> of the<\/span> Center for Information, Critique and Action (QIKA) <\/span>advocacy group, have repeatedly voiced concerns about the number of underreported cases of<\/span> gender-based violence and femicide. Women in Kosovo who experience<\/span> forms of gender-based violence have little confidence in the authorities, given the constant lack of<\/span> accountability for offenders.\u00a0<\/span><\/p>

A 2023 Amnesty International <\/span>report<\/span><\/a> concluded that<\/span> women in Kosovo who turn to the police in cases of economic, psychological and physical abuse are often<\/span> not taken seriously and, in some instances, even encouraged not to report <\/span>them<\/span>. <\/span>The report featured several interviews with survivors of domestic abuse<\/span> and examined their interactions with the local police. One woman from North Mitrovica recalled<\/span> that the police \u201ctold me there is no such thing [as economic abuse]. They also said that my<\/span> husband had the right to deny me financial support because he was the one working and making<\/span> money in the family.\u201d\u00a0\u00a0<\/span><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

Another woman from Prishtina explained that when she went to the police with visible evidence<\/span> of physical abuse, they were supportive and provided her with resources. However, when she had<\/span> called authorities from her bathroom as she was hiding from her husband\u2019s violence, she was told<\/span> that she \u201cshould solve these problems [herself]\u201d and that she should not \u201ccall the police for everything.\u201d\u00a0<\/span><\/p>

Movements against<\/span> gender-based violence in Kosovo echo the messages spread by protests organized by women<\/span> across Latin America since the early 2010s.\u00a0<\/span><\/p>

Ni una menos<\/b><\/p>

Thousands of women took to the streets of <\/span>Argentina<\/span><\/a> in 2015 in response to the murder of a<\/span> 14-year-old girl by her boyfriend. Protesters carried signs that read \u201cNi una menos\u201d \u2014 \u201cnot one less\u201d \u2014 to draw attention to repeated cases of femicide<\/span> unacknowledged by local authorities. The phrase appeared at protests, became a prominent social media hashtag and ultimately became a collective symbol of feminists across Latin America, from Argentina to Mexico. \u201cNi una menos\u201d <\/span>symbolized<\/span><\/a> the demands of women in Latin America, calling on their governments to ensure that<\/span> not one more woman becomes a victim of femicide.\u00a0\u00a0<\/span><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

with<\/span> the highest femicide rates. <\/span>\u201cNi una menos\u201d extended to <\/span>Bolivia and Peru<\/span><\/a> and inspired <\/span>other movements<\/span><\/a>, such as Las Tesis in Chile. <\/span>These movements demand increased protections and stronger institutions to be established to secure women\u2019s safety against gender-based violence, preservation of abortion rights and<\/span> a stop to further infringements on human rights. <\/span><\/p>\n

Much like Argentina, Bolivia, Chile and Peru, Mexico has seen many calls against gender-based violence. The<\/span> Ni una menos movement has taken women’s rights issues to the forefront of Mexican politics,<\/span> reminding officials that authorities are failing women.  <\/span><\/p>\n

Between 2018 and 2019, M<\/span>exico reported that femicide was the cause of death for<\/span><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

That statistic remains consistent with<\/span> current data on femicides. Much like in Kosovo, instead of relying on local law and policy to<\/span> p<\/span>rotect them, women in Mexico have taken on the responsibility of protecting each other from<\/span> gender-based violence and femicide.\u00a0\u00a0<\/span><\/p>

Organizations such as <\/span>Nuestras Hijas de Regreso a Casa<\/span><\/a> \u2014 Our Daughters Return Home \u2014 have<\/span> b<\/span>een created by Mexican women-turned investigators to carry out their own research and look<\/span> into the disappearances and deaths of women across the country.\u00a0\u00a0<\/span><\/p>

Femicide and impunity<\/b><\/p>

Institutional neglect leaves criminals free to perpetuate abuse without facing repercussions. The<\/span> systems in both Kosovo and Mexico do not adequately address cases of gender-based<\/span> violence and in many instances further the violence.\u00a0<\/span><\/p>

In Kosovo, women have difficulty leaving abusive relationships because they lack <\/span>financial<\/span> independence<\/span><\/a>, as concluded by the Balkan Investigative Reporting Network. In 2021, <\/span>only about <\/span>18.5%<\/span><\/a> of women between the ages of 20 and 64 were employed<\/span>, which leaves many reliant on their husbands or other family members for<\/span> economic support.\u00a0\u00a0<\/span><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

Cycles of abuse persist because women cannot trust authorities and rely on their abusers for livelihood.<\/h2>\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

Women have been expected to remain in the domestic sphere while men maintain matters of<\/span> economy and politics. Now, there is a clash between such patriarchal social norms and the<\/span> p<\/span>ush to close the gender gap in the workforce. Cycles of abuse persist because women cannot<\/span> trust authorities and rely on their abusers for livelihood. In the most extreme cases, those cycles lead to<\/span> femicide.\u00a0\u00a0<\/span><\/p>

Similarly, Mexican women are subjected to passive treatment by the police in cases of femicide<\/span> and gender-based violence. The embedded <\/span>patriarchy<\/span><\/a> in the Mexican state, despite outwardly progressive policies, allows gender<\/span> discrimination and violence to continue and be perpetuated by the lack of legal prosecution in cases<\/span> of gender-based violence, contributing to a culture of impunity.\u00a0<\/span><\/p>

Improving institutions<\/b><\/p>

The overwhelming majority of cases of femicide in Mexico are not treated as such. Data from<\/span> Mexico\u2019s Executive Secretariat of the National Public Security System concludes t<\/span>hat over<\/span><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

women were killed in <\/span>2023<\/span><\/a>, only 830 of whic<\/span>h were categorized as femicide.\u00a0 <\/span><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

Journalist Gloria Pi\u00f1a <\/span>told<\/span><\/a> the UN Office of the High Commissioner for Human Rights<\/span> that many women who survive gender-based attacks remain in constant fear that they\u2019ll face a<\/span> repeat attack from the same offenders.\u00a0<\/span><\/p>

Kosovar women face parallel situations. One example is the case<\/span> of <\/span>Gjyljeta Ukella<\/span><\/a>, a woman from Peja murdered in April 2024. Her abuser had previously been charged and fined by the police, but evaded prison by paying a 300 euro fine. Other criminal offenders in Kosovo, convicted on domestic violence or gun charges, have avoided jail time by <\/span>paying<\/span><\/a> fines.\u00a0<\/span><\/p>

Sebahate Morina\u2019s <\/span>case<\/span><\/a> is similar. Morina\u2019s ex-husband had been detained on domestic violence charges in 2019, but was released after paying a fine. A civil restraining order was active on him until three months before she was murdered. <\/span>This exemplifies the impunity around gender-based violence. The stigma women face for reporting abuses to the police combined with the general <\/span>corruption<\/span><\/a> in law enforcement allows for rampant injustice.<\/span><\/p>

N<\/span>i una menos pushed for a vast media presence to draw attention to issues with the justice<\/span> system. Collective activist groups in Kosovo are doing the same. <\/span>Protests<\/span><\/a> in Kosovo<\/span> over the past several years have spread the same message as those in Mexico, with protesters<\/span> carrying <\/span>signs<\/span><\/a> with \u201cAsnj\u00eb ma shum\u00eb,\u201d the Albanian equivalent of \u201cNi una menos.\u201d\u00a0<\/span><\/p>

QIKA, the Collective for Feminist Thinking and Action and<\/span> UN Women<\/span><\/a> programs actively work to conduct research and establish institutions that improve the response from law enforcement and the judicial system. Many extensions of UN<\/span> Women in Kosovo have coordinated <\/span>trainings<\/span><\/a> for law enforcement and judicial officials to<\/span> improve their responses to domestic violence and integrate human rights law practices into local<\/span> governance.\u00a0<\/span><\/p>\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t

Both Mexico and Kosovo face the challenge of reforming their legal systems to ensure the<\/span> integration of preventative policies that aim to hold offenders accountable before irreversible<\/span> situations arise. As Pulitzer<\/span> Prize-winning author <\/span>Cristina Rivera Garza<\/span><\/a> has <\/span>written<\/span><\/a>, \u201cImpunity cemented the deadly contract that kept women in their places \u2014 the<\/span> kitchen or the coffin. Silence sealed the patriarchal pact that kept men on top.\u201d<\/span><\/p>

Women in Kosovo and Mexico are owed protection by their<\/span> local authorities and their governments. Crimes of gender-based violence should not be treated with low regard.<\/span> Yet, it is unclear whether the work being done by activists, local and global organizations will<\/span> result in policymakers taking concrete steps to improve existing institutions and earn the trust of women they\u2019re meant to serve.<\/span><\/p>
